At the White House, Vice President JD Vance said the Democrats’ proposal “would have undone” the One Big Beautiful Bill Act (OBBBA), a law signed earlier this year that cut off many lawfully present immigrants from Medicaid, Medicare, and Affordable Care Act (ACA) subsidies. On Capitol Hill, House Speaker Mike Johnson accused Democrats of preferring “illegal aliens over American taxpayers.”
Democrats Call GOP Accusations Lies
Top Democrats have strongly rejected the accusations. Senate Majority Leader Chuck Schumer said, “Not a single federal dollar goes to providing health insurance for undocumented immigrants. NOT. ONE. PENNY.” House Minority Leader Hakeem Jeffries added in an ABC interview, “Federal law prohibits the use of Medicare, Medicaid, CHIP, and the ACA to provide health insurance in any way, shape, or form to undocumented immigrants. Reality: No Coverage for Undocumented Immigrants
Under long-standing US law, undocumented immigrants cannot receive federal health insurance coverage. They can only access emergency Medicaid, a provision that allows hospitals to treat patients in life-threatening situations. Democrats’ current funding proposal merely aims to reverse cuts to Medicaid enacted under Trump’s domestic policy agenda and to restore eligibility for lawfully present noncitizens such as refugees, asylum seekers, survivors of trafficking, and those with Temporary Protected Status (TPS).

The One Big Beautiful Bill Act (OBBBA) eliminated federal healthcare eligibility for many legally present immigrants. According to the Congressional Budget Office, roughly 1.4 million lawfully present noncitizens could lose coverage due to its implementation. Fact Checks and Policy Stakes
Health policy analysts have dismissed the GOP’s “free healthcare for illegals” claim as the most misleading since the “death panels” controversy surrounding the Affordable Care Act. Larry Levitt of KFF said, “It’s an effective talking point, but it’s just not true.” Democrats’ bill also seeks to permanently extend ACA premium tax credits, set to expire this year, which the CBO warns could leave 4 million people uninsured if they lapse. Analysts believe Democrats might settle for extending these subsidies alone if it ends the shutdown.
